I've recently started getting error 0x8004060c send/receive error. I'm fully
updated for my Outlook 2002, and I can't seem to get the fix to work.
Additionally, even though it says it's archiving my documents, everything
still appears in my inbox folders.

This appears to be a 'mailbox full' issue:

I'm making the assumption that you're not accessing an Exchange server.
That being the case, I'd try one of three things:

1. Do some housecleaning -- delete messages you no longer need from your
Inbox and Sent folders, empty your Junk and Trash folders, etc., and see if
that helps.

2. Compact your PST file (I haven't had good luck with this so YMMV):

3. Change your Outlook configuration to point to a new empty PST file:
