Error Code 0x80070021

I'm running Windows 7 home premium on one machine and XP Pro SP3 on another.
I am using MSO Outlook 2003 on both machines. When I close Outlook on either
machine and attempt to copy the Outlook file to a usb drive, I get this error
message and a statement that this file cannot be copied because a part of the
program has been locked. The message continues that I should close Outlook
and retry the copy. Since when I receive the message I already have closed
Outlook the last part of the message dose not make sense to me. So far all I
have found that will let me copy the file is to reboot the computer and then
copy without ever opening Outlook. What a waste of time!!! Does anyone else
have a suggestion for a simpler way to copy the file and more importantly a
way to do away with this error message altogether. Thanks for your help.
