Sorry, I don't work for MS, and have no access to their mystery codes. I
don't think any MS employee who does have such access routinely reads these
groups. These are peer-to-peer support groups, and the helpers are, like me
and thee, end users. For the most part.

So what did the REST of the error message say? Regarding error or status
messages:
- Do NOT omit the message.
- Do NOT describe the message.
- Do NOT summarize the message.
- Do NOT paraphrase the message.
- Do NOT truncate the message.
- Do show the ENTIRE message (but munge or star out personal info,
like your username in an e-mail address but not the domain).
You also never mentioned what TYPE of e-mail account you defined in Outlook
2003 for your Hotmail account (POP or HTTP/Deltasync)? If using Deltasync,
did you install the Outlook Connector add-in which adds Deltasync support
(since no version of Outlook natively supports Deltasync)?
Yet tried logging into your Hotmail account using its webmail interface?
Occasionally Hotmail will throw out a security page that requires you enter
the string shown in a CAPTCHA image. This is to ensure that a human is
using the account and not a spambot. This security page interferes with the
login process.
