i sent an email that was too big and now it's just sitting in my outbox. i've
tried to delete but nothing happens. i try to open it and it says "cannot
open this item. outlook has already begun transmitting this message". it
won't let me cancel the transmission or anything. i've closed out of
outlook, still there. it's been there about 9 hours now.

Delete an item stuck in the Outbox folder:
- Load Outlook.
- Put Outlook in offline mode (File -> Work Offline: enable).
- Exit Outlook.
- Load Outlook in its safe mode ("outlook.exe /safe"). This ensures no
plug-ins get loaded when Outlook is loaded. Reloading Outlook in
offline mode means it won't touch the stuck item. If Outlook ever
touches the item, you cannot delete it.
- Delete the stuck item in the Outbox folder.
- Put Outlook in online mode (File -> Work Offline: disable).
- Exit Outlook.
- Reload Outlook.

You're missing a space: outlook.exe /safe

As I recall, the command-line parser will delimit the command at the
first occurrence of a parameter switch delimiter (i.e., the "/"
character) so it should still work *if* the program file was found.

Apparently the OP's Office install did not add the registry entry that
adds a registered path (not one in the PATH environment variable) so
that a path is not required for a filename. The OP will have to find
where is the outlook.exe file and use a fully qualified path to run the
command. Easiest way is to use Start->Run and then the Browse button to
navigate to the outlook.exe file. That populates the Start->Run dialog
with the command. Before you click Run, just add the parameters
("/safe"). Because the path includes spaces, the pathed program file
should be enclosed within double quotes (there are no quotes around the
parameter).

why do you want to start Outlook in "safe" mode?
